Elmore County Commission requests a proposal for furnishing all labor and materials for:
An Annex to the Elmore County Courthouse
The scope of work includes the construction of an 11,450 SF two story, steel framed masonry addition to the Elmore County Courthouse and the construction of some portions of the site work. The Owner will self perform significant portions of the site work associated with the project. In addition to a small amount of architectural interior renovation within the existing Courthouse, this building’s main electrical panels will be replaced as a part of the project scope. All trades will be incorporated in one general construction contract.
Sealed proposals will be received until 2:00 p.m., Thursday, May 26, 2016 at the Second Floor Conference Room of the Elmore County Courthouse, at which time and place they will be held until 3:00 p.m. Bidders will have until 4:00 p.m. to turn in all Alternates at which time the Base Bid and the Alternates will be publicly opened and read aloud. Bidders will have until 3:00 p.m. of the following day after the bid opening to turn in, i.e. email to email@example.com or deliver a completed Attachment “A” to Proposal Form (List of Subcontractors and Suppliers) and “Accounting of Sales Tax” form to the Architect’s office.
Proposals must be submitted on the proposal form furnished by the Architect. Proposals shall be clearly identified on the exterior of the envelope with bidder’s name, address, license number, the name of the project being bid, and the time and place of the bid opening. All proposals received after 2:00 on the bid date will be returned unopened.
Bid Security must accompany each bid in accordance with the Instructions to Bidders. The Owner reserves the right to reject any or all bids and to waive informalities or technical errors.
A Pre-Bid Conference will be held at the Second Floor Conference Room of the Elmore County Courthouse at 10:00 a.m., Wednesday, May 4, 2016. Attendance by all Pre-Qualified General Contractors planning to submit a bid is mandatory.
Drawings and Specifications may be examined at the Office of the Architect, Reed Construction Data and the AGC Plan Rooms in Montgomery and Birmingham.
Bid Documents may be obtained from the Architect upon deposit of $175.00 per set. Upon return of documents in good condition within ten business days of bid date, all bidders will receive a refund of $75.00 for each set purchased, the balance of which will be used to cover the cost of printing, reproduction, handling and distribution. Each firm requesting bid documents shall include with its request the firm’s address, telephone, and fax numbers.
Bidders, upon their request for plans and specifications, must obtain from the Architect a prequalification form, and must fill out and return said document to the Architect for his evaluation that there is evidence of the potential bidder’s compliance with the following criteria: 1) statutory licensure requirements, 2) bonding capacity of at least 5 million dollars, 3) minimum of 5 years successful history as a General Contractor, 4) at least three (3) projects of similar or greater complexity, size, and scope constructed since January 2009, 4) successful, verified history of completing projects in a timely manner and without remediation or mediation of any issues through the Contractor’s bonding company, 5) within the last 3 years declared in default by an Owner or had liquidated damages assessed against your company by an Owner on any project your company constructed. This document must be submitted to the Architect not later than the EOB fourteen (14) calendar prior to the bid date. Upon receipt of this documentation the Architect and the Owner will render a decision regarding the bidder’s prequalification status within three (3) working days of receipt on completed qualification form.
The requirements of the Alabama Code - Title 39 Public Works shall be fully applicable to this project and are included in the Contract Documents by reference only.
All bidders must be licensed by the State of Alabama Licensing Board for General Contractors under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. If the General Contractor’s license number and licensure classification are not clearly shown on the outside of the sealed envelope in which the proposal is delivered, the bid will neither be received or considered by the Owner. No bid may be withdrawn for a period of sixty (60) days after the bid date. The Owner reserves the right to reject any or all bids and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted.
