The Alabama Solid Waste & Recyclable Materials Management Act, Code of Alabama 1975, 22-27-47 and 22-27-48, requires local governments to develop a Solid Waste Management Plan (SWMP) to forecast the management of solid waste generated within its boundaries. The plan gives local governments the ability to grant approval on matters related to solid waste management and to receive recycling grant funds.
In March of 2013, the Elmore County Commission contracted with CDG Engineers to update the existing SWMP. Once the plan was updated and reviewed by the Commission, a copy was sent to each municipality within Elmore County for consideration of participating in the plan. All municipalities elected to participate in the plan. A public hearing was held on Monday, October 28, 2013 to give citizens an opportunity to comment on the plan. However, no citizens spoke in favor of or against the plan update at the public hearing.
During the November 25, 2013 Commission Meeting, a Resolution was adopted approving the updated Elmore County Solid Waste Management Plan. The plan was subsequently submitted to the Alabama Department of Environmental Management (ADEM) for approval. On December 5, 2013 ADEM approved the Elmore County Solid Waste Management Plan, as submitted without further conditions, and the plan will serve as the basis for solid waste management within Elmore County for a ten-year planning period effective January, 2014.
