Richie Beyer is the Chief Operations Officer (COO) for Elmore County. He served as the Elmore County Engineer from 2003 until October 2017, when he was elevated by the Elmore County Commission to the newly created position of Chief Engineer and Operations Officer. On August 10, 2020, the Commission approved the modifying of the position title to Chief Operations Officer (COO). The move to COO leverages his management skills of the county’s infrastructure resources and expands those responsibilities to general operations under the County Commission.
Richie is a 1995 graduate of Florida State University and a licensed professional engineer in Alabama, Florida and Georgia. He is the past president of the National Association of County Engineers (NACE) and the Alabama County Engineers Association (ACEA) as well as being named the 2014 Rural County Engineer of the Year by NACE.
In March 2017, Richie testified on Capitol Hill to a House Oversight Subcommittee on the need to streamline the delivery and environmental reviews of federal aid projects. He remains active at the local, state and national level advocating for local government in addition to serving in various capacities supporting the activities of his wife and children.
