  • Project Introduction

    Safe Streets and Roads for All (SS4A) is a discretionary grant program established by the Bipartisan Infrastructure Law (BIL). In 2024, Elmore County received an SS4A grant to develop a Safety Action Plan. This plan aims to identify roadway safety improvements through a collaborative, proactive, and data-driven process to ultimately reduce roadway-related fatalities and serious injuries on county-maintained roads.

In 2023, Elmore, Chambers, Autauga, and Perry Counties received an SS4A grant to prepare a Safety Action Plan. This plan aims to provide a collaborative and data-driven strategy to reduce transportation-related fatalities and serious injuries on county maintained roadways. After months of collaboration and dedicated effort by County staff, the SS4A Task Force, and Sain Associates, the Elmore County Safety Action Plan was adopted by the Elmore County Commission on April 9, 2026.

The Elmore County Safe Streets and Roads for All (SS4A) Safety Action Plan is designed to reduce fatal and serious injury crashes. It draws on crash and census data, along with public input, to identify trends and prioritize safety improvements.

In alignment with USDOT SS4A guidelines, the plan includes eight key components:

1.     Leadership and goal setting

2.     Planning structure

3.     Safety analysis

4.     Engagement and collaboration

5.     Equitable public engagement

6.     Policy and process changes

7.     Strategy and project selection

8.     Progress and transparency

The plan establishes an ambitious goal of achieving a 5 percent annual reduction in fatalities and serious injuries by 2045, measured using a five-year rolling average compared to the 2019–2023 baseline.

To support this goal, the plan outlines a range of countermeasures, strategies, and projects aimed at improving safety across Elmore County.

In recent years, crash trends in both rural and urban settings have been trending slightly downward — a promising direction we hope to sustain. However, these numbers also highlight opportunities for improvement, with specific areas in Elmore County requiring focused attention to achieve a significant reduction in fatal and serious injury crashes. Developing a Safety Action Plan is our pathway to making these critical improvements.
